**I could not find certified copy/document single search option in the above, hence selected Encumbrance certificate**

Currently I am in the process of purchasing a resale flat from my relative. I was asked to apply for a certified copy of one of the link documents related to the property by a financial institution for which I applied for my home loan. As I am aware of prevailing corruption in Government offices, I tend to get the services online through meeseva portal. But unfortunately, I couldn't apply for the certified copy for document dated 1994 through meeseva portal as they serve only requests for documents from 1999. So I went to Sub Registrar office situated at Uppal, Ranga Reddy district to apply for the document. I went to enquiry counter who pointed me to another table where concerned official processing certified document requests is seated. When I approached him, he asked me to wait for 10 mins...as I was in hurry to go to my office after waiting for 30 mins I approached that official again. In the meantime another employee(probably attender or some contract person) came to me and listened to my request. He guided me to get a single search request application form from near by document vendors/xerox shop. I went to a vendor who was kind enough to give me the form for free. After collecting the empty form, I walked into SRO office again where the concerned attender/contract employee started filling the form on behalf of me(my sixth sense started guessing that this guy would ask me bribe). After filling the form, we exchanged our mobile numbers. He asked me to pay the amount(220 towards fees + 20 Rupees for stamp paper+ topup amount of my wish) I had 250 Rs in my wallet which I gave away. The topup amount which was running on my mind didnot exceed 50 Rs which I thought I would give at the time of document collection. Yesterday, I called upon that guy to inquire the status of document, he readily responded saying my document is ready. After reaching the registrar office, I noticed my document is being signed by the official (that asked me to wait the other day). I tried to collect the document from him directly, but attender took it from him and walked out of the office where one other customer(common man) like me was waiting to collect some document from him. The attender demanded 850Rs from other customer who is ready to pay(he seemed to be vexed with the way govt officials work and is well aware that things will not move without paying a bribe). I was carrying just 20 Rs in my wallet and the attender demanded 450 Rs from me.(Remember I already paid 250Rs for work of 240Rs)... I told the attender that I would give him some amount next week when I come for actual registration, but he didn't listen to me. He said he has to "pay inside" from his "pocket"...as the amount demanded was a big surprise(200% of the actual work)...I was curious to know whom among all would the 450Rs bribe amount would be distributed. Then I approached the first person that signed the documents and asked him directly...the document fees is 240 Rs and I already paid 250Rs...what is this 450Rs additional amount for?

He was surprised...I am sure not many would have dared to pose such question directly in a government office. He silently asked me...who asked you for the money, then I pointed to the attender waiting outside...later I called attender to this person. This person warned attender not to demand for money but to take only if someone offers generously.

Though I did not pay 450Rs bribe, I was thinking all the day...
why there is corruption in Govt offices at grass root level.
Is govt not paying salaries?
Why should we pay bribe for the paid service which we are entitled for?
Can't we stop corruption?
I am imagining how a common man & illiterates are surviving?
