Either time or money (bribe)

I want to emphasize on one major factor in corruption. It is we, the citizens, who are promoting corruption. Do not blame the system, we are the ones responsible for building the system. Today, nobody has the time and patience, hence we take the shorter route.... bribe and get things done. I had bought a flat and wanted to transfer the khata in my name. I have been to the BBMP to get the relevant information/ applications for the same. Most of the people do not entertain you if you do not speak Kannada and if you do raise a voice then someone comes to help. I finally got the khata transfer application form, and submitted with all the documents. I had specifically asked them if they need a notarised copy and they said no. But when I went to submit and they knew that I have not approached any touts, they started asking me to get one or the other document. I must have walked up and down the office for several months and finally after 6 months, when I said that I would report this matter, I was finally given the khata. I was determined that I wouldnt pay bribe although no one asked me directly, all did hint at it. So, if you want, you can get things done without paying a single penny but do be prepared to walk several times before you finally get your work done.
