Even the Guards are also Corrupted
It happened in the last week of December,2010 when I had visited RTO,Jaipur to apply for my learning license.I saw a number of agents over there, promising to get the learning license in 2-3 hrs. for Rs. 200 extra.
When i was entering the premises the Gate-keeper sitting outside the office asked me "Can I Help You...!!!".
I asked him about the procedure to apply for a Learning License & I was just shocked by his answer. He said "Are beta kya karega Line me khade hokar, faltu pareshan hoga, time kharab karega......La mujhe de sare documents & photo, main abhi karwa deta hun. Rs. 700 lagenge, Rs. 500 banwane ke & 200 mere".
When I tried to bargain he said...."Are hume milta hi kya h.... Rs. 170 to andar hi dene padega sabko...Mere to sirf 20-30 Rs. hi bachenge."
I was totally shocked that even the gate-keeper is also corrupted & when i joined the queue to deposit the amount, I saw that the agents standing outside the office were directly entering the cabin of the Cashier & the cashier was also giving priority to those agents instead of the people standing outside the window. Those agents were holding around 10-15 forms each & were getting the amount slips before us.
The scene was same in every block of RTO, whether it was Cash Deptt., or the Learning Test Deptt & even at the License collection block, the agents were taking the License of there customers from inside the cabin, while the people standing outside can only wait & see.
