Got the plan sanctioned without paying a bribe

I had submitted our building plan for approval to BBMP through an agent. He came back to me after the initial paperwork and told me that they are asking for Rs. 30,000 as bribe and after negotiations they have come down to 25,000. When I enquired everywhere, I understood that it is the "normal practice". We could negotiate the amount, but it had to be paid. I went to the BBMP office (Mahadevpura) several times with a copy of the Bye-laws and I was asked for some receipt here and there. The junior engineer asked for bribe and I refused to give without putting up a fight or raising my voice. I just told him it seems wrong and I dont want to pay. After a few more trips (and after finally procuring the document they were asking for), I got the plan approved.
I was initially afraid of being victimized, but i think being persistent works.
