Harassment for not paying a bribe!

Recently I bought a 2 Bedroom flat. When I went to pay the first property bill (in the name of the previous owner)at the Boat Club PMC branch, I was asked to (very subtly) pay a bribe to change the tax receipt to my name in future.

Having understood the hint, I pretended not to understand what he meant. He tried his best but I still pretended to be dumb. When finally he understood that I would not succumb, he made me pay an extra Rs.1280/- (which I did not mind if I was getting a receipt for it).

I was made to enter a queue for payment for around half an hour, when my turn came to pay the bill (a message had already been passed to the cashier to harass me for not paying the bribe)he directly me towards another window which was empty, when I went there, she refused to take the payment and again I was directed towards another window (without anyone present there). This kept going on for an hour until I finally lost my cool and went back to the first window where a big line had formed.

Since I had already waited there previously for half an hour, I demanded that he take my cash (which he refused). I had to wait another half an hour (in the heat) until finally he knew I would do something desperate if he did not take my payment, he reluctantly called my number and eventually I made the payment.

Meanwhile, the whole lineup knew the story but not a single person opened their mouth against this injustice.

According to me PMC employees are like sharks (without exception) waiting to tear into innocent citizens, specially senior citizens like me.

I would like to know what your site can do about this!!
