I am not in hurry, I could wait but won't pay you without reciept

This is not a single incident but summary of several incidents. I have realized this is a common tactic by junior traffic police man to get bribe. Several times I was stopped by traffic policeman in areas like "Jublee Check post", "Ameerpeth", "Madhapur", "Begum Peth" in Hyderabad. Where they caught me for one reason or other, sometime Seat belt, not carrying insurance document / pollution check or when driving bike coz of helmet. Most of time they will say penalty would be around Rs 500 to Rs 1000 and ask for Rs. 100 or 200 to let you go. I always ask lets go for penalty as per rule book. Then they say their senior official would be coming shortly with rule book so please wait. And they know it very well that people are in hurry and will not have time to wait for panelty. And usually after 5 minutes one think let me pay Rs 100 and get rid of this humiliation of standing at road side and get late for business. Though I have realized this I usually stand with him and always it happens that after 10 minutes he will ask again for Rs 100 and when I refuse he will say "I am leaving you with warning, make sure you don't do this again". Now usually I first ask a police man if they have challan book if not I suggest them to note my car number and send a challan at my place I'll pay it. And believe me I never recieved one. So have patience and do not pay bribe.
