I did not pay a bribe but had to run around

When we went to make a change a name from the ration card, the clerk accidentally deleted the ration card. She asked us to apply for a new one and gave the form to fill. Someone came for a verification. Even though my father in law asked to pay him something. I refused. The person made a pencil mark on the top left corner. When we went to collect the card, it did not have my kids' name included. The officers were rude when I went to ask him why this was done. It was humiliating. Finally I decided that I will not include their names.
