I lost my laptop and the cops want money to even pursue this case...

Early 2007, my laptop along with passport and other official documents were stolen from my car in broad daylight in the South Extension market parking area. When I realized that, the police beat stationed at the market refused to help and referred me to the nearest police station. After threatening to pull some strings with higher-ups, the SHO agreed to register the FIR.

Subsequently, it involving some sensitive government documents, the case was shifted to the CID. However, within a couple of days, I received a call from the CID Inspector asking for the detailed incident when it was all written in the FIR. At the end of the call, he said he would like to ********** me to discuss it in person.

Within a day, the Inspector from the Police Station where I filed the FIR called again saying that he had an update about rounding up the known thieves in the area. Before finishing the call, he commented that "aap khayal nahin rakhre hamara" (you are not taking good care of me). On showing ignorance, he elaborated that he needs some bribe to pursue saying that it takes a lot of effort to track a laptop since it can be sold off immediately by the thieves.

I had still not got over this loss so I initially agreed to pay him in a few days since I was traveling. He started calling me almost every 2-3 days asking about my next trip to Delhi. By the time I got back to Delhi it was almost 3 weeks and by that time, I had come over this loss and had made alternative arrangements to compensate for the loss. So, when he called up again, I outrightly refused to pay him anything to which he said that if I don't, then its difficult to get back my belongings. When I asked him why he said so, his response was that he would have to pay around Rs.10,000 to some middlemen to get back my stuff. That angered me and I cut off communication with him. I think he and others knew who the culprits were but were demanding a cut just to get the stuff without bringing those responsible to book.
