I persisted not to pay BRIBE
I got myself transferred my Driving Licence from Mumbai Andheri to Pune RTO.
I could get my NOC from Andheri in one day but it took 8 long months and several followups to get my DL issued from Pune RTO. Finally I had to reach the office of RTO when some body took me to issue my Licence.
What I feel is AS LONG AS SOMEBODY IS GIVING OR OFFERING A BRIBE, SOME BODY IS WAITING TO COLLECT IT.
IF YOU DON'T OFFER AND PERSIST ON NOT GIVING ANYTHING, JOB SHOULD GET DONE.
