Inordinate Delay to Process Verification

Against a stated period of 45 days, an application for an additional weapon on a valid arms license was not processed for almost 7 months. Attempts to obtain progress were repeatedly stalled obviously in an effort to get palms greased - delay being the first step in encouraging bribes - then when an RTI application to know progress was lodged the permission was promptly turned down by giving a flimsy reason by lower staff delegated to sign on behalf of higher officials, as if to teach a lesson for lodging an RTI. Finally permission was obtained by requesting an interview with higher officials who immediately accorded it. This is how the department gets a bad name by the action of staff. To avoid this higher officials MUST monitor delays and refusals by lower staff in discharge of duties delegated to them.
