No Bribe paid for Building Plan approval

Hi:

This was back in Nov 2009. I applied for a building plan sanction at the BBMP office in Jayanagar (Bangalore). The AE made me visit the BBMP office 3-4 times, each time finding some fault in my drawing. Each time he would suggest the changes on the drawing by writing the same. I would take his notes the next time I went with the revisions. On the final visit (5th time I guess), I found out that he got transferred and a new AE had come. I told the new AE that all changes have been done as per the suggestions and I need the approval. He reviewed the drawing again and was grumbling that few things were not right, but I argued that all changes were as per suggestion and the by-law. I had the BBMP by-law with me and showed him for reference when he made any objections. He understood that I was informed and was not willing to yield to his demands. Finally he was ready to approve, and reluctantly asked for some money, saying that it was for his senior approvers and not for him. I told him that the drawing and the plan to be approved is as per the bye law. There was no deviation or request for approval for any deviation, then why the bribe. He finally approval without taking a single paise.

Moral of the story;
1. Study the rules and regulations, in this case the bye-laws.
2. BBMP is auppose to approve the plan within 30 days (I think it is 30 days) of submission, or else it is auto approval, meaning you can go ahead with your construction.
3. Make the drawing as per the requirement of the guidelines.
4. Be patient, and insist on things in writing and followup
