AN OPEN LETTER to The Commissioner of Police - Please Don't Shoot the Messenger
OK after a lot of wait for IPAB to upload the entire story that I wasn't able to, at the First instance, here's the full Letter - Emailed to The Commissioner of Police on 03 Oct 2013.... and marked to his entire IPS league in this fray! However, 19 days hence - nothing on ground seems to have changed; On the Contrary, all my complaints have further gone into a COLDER-STORAGE !!!

Pardon my impertinence if any, but I write this with a mixed sense of pride and disgust at the working of Lajpat Nagar Police Station, under your able leadership, Mr. Commissioner!
While on one hand they have only a handful who appear to be diligent (in minority) police officers; the majority are either lax or forced to become so due to their over-burdened work schedules, as they claim to be. Either way, this majority of lax officers is overshadowing the good ones and doing a disservice to both the department and citizen's for whom they were deployed in the first place.
On one hand, they send out their mercenaries (6 Constables led by HC Jagdish Prasad charged into my daughter's room unpredictably on a Sunday noon) with pamphlets to make the unsuspecting citizen believe how earnestly they want citizen participation detailing their entire team's numbers with a bold writing on the wall "Nimn phone par turant batla sakte hain (you can call on the listed numbers)"; but in the same breath when a citizen toes a couple of their 26 pointed Sermons, their phone's not only go unanswered, but officer's who come in an hour late on a 100 number complaint; go a step ahead to make the awakened resident feel so inconsequential that s/he doesn't dare to report any mishap again.
Then starts a grapevine that brews in their courtyard and travels till the parliament....
Excerpts from their Circular:
Your claim that if a citizen calls "100& 1090, they don't ask u for your name and address"- FALSE, they do and do it repeatedly, till we've lost all our phonetics - the purpose of Emergency is Lost by then?
Is it so difficult to understand E as in Elephant or England, that the PCR/ local emergency officer always comes up with the lamest excuse, that they went to A-28 instead of E-28? A & E don't even rhyme, Mr. Commissioner?
Point No. 4) Your Circular states: If you find any person/ anything suspiciously sitting/ parked in or around your house and suspect him/her of watching your movement. Please report to the police immediately?
Ground Reality: Twice I reported a Truck parked in front of my house, since morning. And another Two unruly drivers of a Jaguar Red Car. Several requests to the Drivers fell on deaf ears. I called 100 and gave them even the Car No, Make & Color/Truck Number. In the 1st instance, an emergency no. Police Officer came in 20 Mins late, only to tell the Local police will follow suit, as it's out of his purview to take any action? But still no one came. Reason's best known to them, since the distance from my house to LN PS is hardly 1-1.5 Kms.
However, in the 2nd instance, S.I. Shambhu Shah calls in after 25 mins to know, if I'd called 100?
But the qs. still remains, “what is then the KRA of 100/ 1090/1291/1092/1098”?
Point No. 6, 14 & 17) Circular states: In/ around your house, is there a garbage man who is a Bangladeshi, as he can be connected with a burglar gang/ or your part-time helper/ full time servant who is changing names: Please take their ID Proofs and keep a photocopy and give one to the police station too and get them verified, for s/he could be a criminal whose taken refuge in your house? That courier guy/ electrician could be an impostor, call 100 immediately?
Ground Reality:
FOUR Times I handed over law breakers and at all times, the LN Police just let the culprits off without action/ investigation or even a customary warning?
1) 1st Instance: DD No. 90-B, dtd 20.03.2013 still pending action – The RWA's role in this is lamentable, to say the least.
2) 2nd Instance: DD. No. 6 CAW, SE Distt & DD No. 19-B LN PS, dtd 22/6/13, CP-Delhi Email Reference No. 9553/E-mail dtd 24/06/2013: An unidentified stalker intimidates me via SMS phone No. 9811027225 followed by ambush on my face book constantly changing its name, each time I blocked it off,under the guise of Apna Lajpat Nagar, Kasturba Nagar Voice and now Lajpat Nagar-III and another a Sargun Gandhi– all pointing to one common accomplice, Kulbhushan Uppal, r/o E-19 & C-9 Lajpat Nagar-III against whom there's an FIR No. 264/ dtd 24.08.2013 and yet NO ARRESTS, in sight?.
Why hasn't Cyber-Crime taken cognizance of this as yet? Isn't “stalking, abuse of one's power, defamation, intimidating, outraging a woman's modesty cognizable under the current REVISED laws?
And why is it that any crime such as sexual harassment is combined with a construction? Each time I hear the same lame excuse. Pray please elucidate, What has sexual harassment/ intimidation/ defamation/ stalking got to do with a Construction that's stayed by the Hon' Court, Mr Commissioner?
Contrary to this, I'm awed at witnessing the same Police Station's working, where on 21.09.13 they ordered to institute an FIR against a parking man who perhaps took only Rs 20/ extra from the women (who were loud enough to bring the entire police station down with just their decibels), on charges of Extortion with immediate arrest?????????
A Rs 20/ is extortion and cognizable with immediate arrest in the eyes of our POLICE but Sexual harassment, defamation, intimidating, stalking, trespass is non-cognizable? Despite such strong evidences against the Culprits?
Do make us understand is class difference/ status the reason, In the parking incident, the culprit's just a menial daily wager easier to book and in my complaint, the culprit, a nouveau riche, difficult?
3) 3rd Instance: DD No. 67-B, 29,08.13; DD No. 43-A, 03.09.2013: 5 men claiming to be BSES Linemen without ID Proofs trespass my premises mid afternoon acting as Collection agents, intimidate an 85+ yr old Sr. Citizen & leave only to return a day after again with the same intent, without any orders/ procedural documents. And when reported & handed over these men to police - LN SI lets them off - stating, verified and let them off, under instructions of SHO?? 4 days later they return to disconnect my power again without the correct notice and all the IO, S.I Shambhu Shah does is sit on it, till we were forced into darkness through the night of 03-04 Sep’13 for his whim, with the Next door neighbor’s unverified laborers jumping over my terrace, the moment darkness fell? Isn’t this Impersonation, Trespass with the intention to rob/ intimidate?

.. Is there no scientific way to background vet these unverified labors (most of who are VISIBLY Minor's/ illegal immigrants) housed at under-construction sites? Why should rest of the resident's be put to risk for a builder/contractor's selfish interest?
4) 4th Instance: DD No. 23-A, dated 14.09.2013:
14 September 1430-1500 I'm physically assaulted, almost battered and strangled to death by a naplese trained to kill maid I caught robbing, one who was caught changing names at every employment, including two separate Nepal ID cards she carries with two separate names (Driving Licence with Krishna Kumari B.K. and a Student ID Card bearing Sabitra Bapal) on her person, completely off from the ones used for employment in Delhi, Anju at mine and Savitri in the previous employment at Sainik Farms.
Police comes in 30 mins late after several reminders by my mother who was out that instance, just a few seconds before she made it from Karol Bagh (15 Kms from our Residence). Takes no pictures of the crime scene; but on the contrary, the IO, Bangali Babu states, "Iska saman de dijiye, hum verify karke isse chhor denge" -
Appalled at the casual behavior of the IO, my brother took on the Reader at the Police station who put us to the SHO. What transpired thereafter was nothing short of a D-Grade Bollywood flick, where the SHO calls his team of about 8 policemen and the culprit to ask what happened and then asks me to give my complaint. Takes it as a DD No. 23-A and instead of getting a proper MLC done, gets my medical check done from Moolchand Medicity (known for cursory jobs). And a week later closes the case stating, "It was a case of misunderstanding between the maid and the employer, because the IO, S.I. Bangali Babu found out from god knows who, that having more than one names/ changing them often, is doable" ???????????????????
Really, S.I. Bangali Babu, and how do you conclude that, please do care to elaborate for les' mortals like us too? How do you substantiate: the naplese having two differently named ID Cards? What about the modus-operandi of the two; the maid and her accomplice who referred the maid to us; also was carrying a different name on ID and a different to introduce? For all you know, she could be a Maoist...
Despite this, all we got from some higher officers, including, DCP-S.E.D is lip-service "I will scold him madam”?
Once again, regret impertinence if any, but is Delhi Police waiting for a Shahrukh Khan to do a "Swades-2" to unearth/ nab these frauds / deport them back officially?
I don't know the outcome of this all, but one things becoming quite apparent - LN Police station and all such Police Stations where LAXITY seems to be the norm, where laid back lax officers outnumber the diligent ones, should perhaps be converted into old-time chowki's, with a Big display Board put up as "Dress Rehearsal only" to save everyone, including the Police Department from further embarrassments.
While, I'm no one to point fingers at the department's functioning,The Police must know that since it is the only statutory functioning body of the Government that is the first point of contact with citizenry; we citizens expect a certain disciplined code of conduct from the men in uniform.
Therefore, Mr. Commissioner would you please STOP this Bigotry in Statutory Institutions against Women?
Nothing to thank anyone as yet till our faith in Delhi Policing is restored by the same policemen who have whimsically snatched it away repeatedly by their own act of omission or commission, since they took office.
