Police verification for passport

I arrived in pune in july 1998 and applied for passport in april 2000 (less than 2 years).
Police person arrived for verification of my home address. I was not at home, so I visited his office in the evening. After checking my documents, he asked me chai-pani. I said ok let's go outside and take a cup of tea. Initially, he was not able to ask for bribe money indirectly and kept on refusing in the same manner. He asked for job of his brother in my company. I said give me his resume, I will pass to our HR. That's all I can do. He asked that I should make sure for job of his borther in my company. I asked can you make sure for my brother's job in police? Then I said, you can just provide some guidance to my brother for the job in police & can't gurantee for a job in police and same I can do for your brother. Finally he directly asked for money and I refused directly.
He asked me to go.

When I visited the police station for office address verification, constable tried to scare me that you are not in pune for last 2 years so inspector will reject your application. You give me Rs 100 and your verification will be positive.
I refused to pay and told that its okey for me if my application is rejected. When, I appeared in front of inspector he did not reject my application.

Finally I got my passport in about 2 and half months. My room-mate who paid bribe got his passport one month before me.
