Dear sir, My passport expired on the 16//01/2008 which was issued

Dear sir,
My passport expired on the 16//01/2008 which was issued in Muscat,Sultanate of Oman.
I returned to India on the 12th of September 2000 and did not get my passport renewed.
My mother, who is in Muscat with my sister is in a critical state .
Please advise on how I can apply for a new passport.
