Yes, the Khata would be given by the BBMP.

Submit the documents listed in the pdf document that can be downloaded from the following url

You will also have to file the conveyance document. If the previous owner did not have a Khata in his name, it would follow that he was not on the property register of the BBMP and would not have paid tax. So the tax for the period 2004- till now will have to be paid by the owner. Please ensure that you get this done as part of the sale negotiations. Otherwise, you might be saddled with this liability.
