Home delivery

My neighbor delivered a baby boy a year ago in home itself, a govt. doctor did that delivery in home and had given a paper noting that he had done that delivery,... my neighbor was an illiterate he thought that itself is the birth certificate.
after seeing that i said him that's not original birth certificate and also i asked him to contact municipal office people for registration, he did as is said but municipal office people rejected his request and asked him to pay bribe 12K....
So please help me to get over of this...
what's the process and what you people suggest me to do?

Births at home can be got registered by reporting the occurrence of birth to Panchayat authorities in case of rural areas and municipal authorities in case of towns/cities. Such reporting is governed by Registration of Births and Deaths Act, 1969. In the instant case, the head of the household or neighbors, as per provisions contained in the act, can report the incidence of birth in the prescribed proforma to Tirupati Municipal Corporation.”
