Yes you can. You do not have to succumb to the demands of the corrupt officials!. Next time you visit the RTO office, make sure you carry a written complaint with you to be handed over to the senior officials if the one you are dealing with is corrupt. As him to give you in writing the reason for not getting your certificate done. The RTO site mentions the process for acquiring the ceritificate in detail along with the fees which need to be paid. Go through the process and while dealing with the corrupt  officer make it clear that you are aware of the rules and will only pay the fee for the transaction in return for a receipt.
