I called 100 and it connected to some police officer, i had a road

I called 100 and it connected to some police officer, i had a road accident whereby my car was damaged due to misconduct of a cab driver.
However upon calling them i had to wait for 2 hours on the road. Even after then the police didn't arrive.

What legal rights do i have here?
