I had purchased 4.2 acres agricultural land. Out of which 2.10 acres

I had purchased 4.2 acres agricultural land. Out of which 2.10 acres was converted to non agricultural and sold to a charitable organization. The charitable organization has taken permission and constructed the building. The gram panchay approved the building plan by putting their seal and signature.

Now I applied for the remaining portion of the land for non agriculture. My application has been rejected by the DC office stating that there is no road approach.

When I approached the town planning office they said the charitable organization must give access then only I will get access.

Also approached gram panchayat and they said charitable organization must surrendered the portion of road approach to get access to me.

Please guide me in this matter how to proceed.
