I have applied my details to get the PAN in January 2017 But I didn't

I have applied my details to get the PAN in January 2017
But I didn't even get the PAN number in message
So I consulted nearby PAN office he said if the PAN number is already generated then it's illegal to have another. And I'm not having my application number or anything else about the PAN
