IT Officer demands bribe from my charity

I am an NRI and have been supporting a charity in Punjab for the last 12 years. We give scholarships to poor girls for their education. I give about Rs 5 lacs each year. I recently came to know that I need permission from MOHA to fund an Indian charity from foreign sources, something I never did. An IT officer discovered this and is now asking for a huge bribe to clear our taxes or to impose a huge fine. I don't understand how an IT officer has jurisdiction on this matter. I am shocked that he wants a bribe from someone who has been helping poor girls complete their education. Any ideas on what I can do? If the IT officer imposes a fine, do we have to pay it or can we take it up for appeal? Can we appeal to anyone's good sense?
