Pay bribe to reduce property tax arrears

I approached the MCD East Delhi property tax office in ********** Colony to pay property tax (past arrears from 2010). I could not pay this online earlier and the current year tax can only be paid online. I was told that the interest and penalty was Rs 16000 and the original amont due was Rs 7000. I agreed to pay the total amount.
Then I was casually informed that if I agree to pay 50% of interest and penalties to the concerned person, then he would remove the complete interest/penalty amount so I would end up saving Rs 8000.
This entry would be made in the register manually as there was no other method of tracking the property tax dues. This makes a mockery of the transparency supposedly introduced by the online payment services of the Delhi Government. When I refused to go by this suggestion, I was asked to go back and return another day.
A complete day was wasted in my efforts to pay my property tax dues to the MCD, and the officer concerned is probably not going to be helpful in the future as well.
