Police Sasta Nahi Hai!!!

I have a land in Jamshedpur, which is partly occupied by our relatives. Whom we have requested them to stay till we start construction work. Now they are refusing to move out of the place and are demanding space. they have also convinced the local people to help them. I requested Police to help us in vacating the place. First answer was Police sasta nahi hai! i was surprised what does it mean. Anyway I some requested them to help us, they came and we had a discussion with the relatives staying at our land. I and my relative agreed to come with some Good conclusion. Now Police is demanding money for the visit that they have made with us. I dont know what to do. Should I pay Money to avoid any further disturbance by the Police? Is there any charges for such visit?
