I suggest that you complain with all details, through the complaint system of the Passport website, which is at http://passport.gov.in/cpv/complaints.htm. I would also request you to be assertive and wait to see the Passport officer. He cannot refuse to meet applicants. Please also use the facility of the Passport website to track your passport applications and find out precisely where it is pending.
