I tried to go to the website of the department, but it is down! So here, I would suggest some strong arm tactics. You have to spare a few days for this. as follows:
Day 1:
(1) There is a deputy director of the food department in each rationing area. Go to his office with all your papers. Ask for an appointment with the senior most official in the office. Wait if he asks you to wait. But do not leave the office till he meets you. Send in a note, with the details on it briefly mentioned. The peon might also ask for a bribe. If he does, barge into the top chaps room, complaining loudly that you will not pay a bribe.
(b) When you meet this top chap, do not be submissive. Look confident. Look him in the eye. Ask him for his name, call him by his name. Do not call him -sir. Be polite but do not show unnecessary respect. Be firm and confident.
(2) Tell him your problem. Also tell him that you suspect that things will move only if you pay a bribe. Tell him very clearly, that you will not pay a bribe.
(3) Ask him why your application is kept pending. If he tries to browbeat you or divert you with some long story, cut him short and ask him how much bribe he wants. Loudly, so that others also hear what you are saying. Then say that you will pay him if he gives you a receipt. Or make it very clear that you will not pay him one paisa.
(4) Keep an application under the Right to Information Act ready and promptly file it before him, if he is not willing to give the details. The question that you need to ask is why your application has not been dealt with.
(3) Talk about going to the Lokayukta too, with a complaint.
Once you do all this, most officials back off and immediately do your work. They are always afraid of knowledgeable people.

Now why did I say you need more days? If this does not happen on the first day, then try it again and again. Carry a book to read, to while away the time, if he asks you to wait.
Go ahead. Dont be afraid. Remember, the smallest action is much better than the most noble intention. And when you get your ration card, do not forget to report your story in the -I didnt pay a bribe section!
