WE ARE GOING TO REGISTER A PROPERTY WE BROUGHT IN VIDYARANYAPURAM. IT IS SAID THAT WE HAVE TO BRIBE SUBREGISTRAR WHILE REGISTERING IT. CAN WE AVOID BRIBING IN SOME WAY?

Reported on September 24, 2010 from Bangalore , Karnataka ι Report #34019

There is absolutely no need for you to pay a bribe. While going to the office of the sub-registrar, carry a copy of the citizens charter of the registration department. It can be downloaded from their website, as also from ipaidabribe.com. Click on 'Forum' and go to 'citizens charters'. In this citizens charter the registration department commits to complete their work within a specified period of time and advises you not to go to middlemen. Please put this citizens charter under the nose of the sub-Registrar and ask her whether she will disobey the charter. Also carry a mobile in which you can record conversations and ensure that anything she says is recorded. If she demands a bribe, tell her clearly that you will not pay and that you will complain to the Lokayukta. Also memorise the names of senior officials and say that you will go to them in case there are any further delays. In case she demands any more documents, ask her to give you a written endorsement stating what documents are to be provided.

At worst, the sub-registrar can delay the case, but she cannot deny you your copy of the registered sale deed
