Agents and Touts work inside the office

What I am about to tell you happens daily and I am sure this common knowledge.
I had gone to the RTO to apply for new Driving License, when i went to officer who was taking the applications, I saw that there was an agent who would come in, in between applicants and push his people thru.
Then at the window, where a clerk, gives you the reciept for the application, I saw that an agent, who was outside pushing his people thru, was inside, on the other side of the window, moving papers from one desk to another. At this moment, I asked the lady issuing receipts why this is so, she said, its a daily thing and they are helping us. I asked her, can i come inside and do the same? I couldnt restrain myself and told her on her face, that this happens because, you do not have system in place. You make the beginning, put your foot down, and she lamely mentioned, Saab, hummey bhi jeena hai.......
So, lets all just keep this
"chalate hai and hummey bhi jeena hai attitude"
