Bicycle in the no entry

When I was cote by railway police in the mylapore station in Chennai I was with my cycle. As told to me I was in no entry with a cycle. When asked for more then half an hour they replied they have a target of booking number of cases every month. So they booked me. When I asked for any other way they said pay Rs. 500 and go with my cycle. By the time my cycle is not worth that much. At last after lots of bargaining I was freed with a fine of Rs. 200.
Though I am not a local person of Chennai which any one can identify with my accent, is it the treatment people with power give.
