Bribe for carrying 1/4 bottle of liquor in Train

On Entering the Station at Mumbai Central I was frisked by Police man before boarding the Rajdhani train to Delhi and found a sealed opened 1/4 bottle of Liquor from my bag . Now they took me to their police post located at the station. There was a police man ready to challaned me for carrying liquor in train.When I resisted they told me to pay Rs.5000/- or face a court challan. when I told them that I have not consumed yet better I leave the bottle in a carbage and let me leave as train time is very short. but they not agreed and even note down my ID's etc on their book which was not a challan book but looks like that. After too much bargaining they agreed for Rs.400/- only and also allow me to carry the bottle with no problem now.
My request is why not put a sign board at stations that not to carry liquor in trains. and if by mistake one carry's let him allow to destroy. what is the logic of challans etc.
