Bribe for clearing sewage block on main line in front of the house

The sewage had backed up into our house as the main line on the street had clogged up. We complained and the response was pretty good (within 12 hrs) however after the high pressure water jet was used to clear the blockage a bribe of 100 was demanded from all the house owners where the work was conducted.
