Bribe to get my Degree Certificate (Acharya Nagarjuna University)

In Acharya Nagarjuna University, Guntur, for every Degree certificate they charge some amount as bribe. I first, rejected it and asked the reason for that money. They said that if you want certificate give Rs. 300, else come after a week, who knows, your certificate may be lost as well !
I reluctantly paid Rs. 300/- to get it as it was with my career.
It is a University. An Educational institution where values are taught. There, a peon sits on Lady employee's table and smokes. There people take Bribes khullam Khulla.....
Please help students. It is very unfortunate that we need to pay bribes to get our Hard Earned certificates.
