This is strange nexus between Water supply board and Contractor plumbers.
This is how it works:
1) The BWSSB (Water supply board) in their application will ask for seal and signature of the plumber or contractor who is doing the piping at your home.
2) Even though you get done by some plumber and you would want to get the connection on your own by filling and submitting the application, the AE at the BWSSB insist to get plumber seal and signature
3) Plumber demands 3000 to 5000/- as fees and mentions that you has to bribe officials despite all the documents in place
4) If you go on your own, water supply will talk 1000 of rules and make your run from place to place making impossible to get work done by your own. If contractor/plumber goes it is done within 15 days.
5) Government officials/engineers and Contractors had an understanding of the sharing the bribe amount
