Bribe for getting driving license

I know that the thing will not happen if we did not pay bribe, still thought to try without bribe and getting license. as i went to deputy RTO officer with the forms are ready, he asked for some vehicle for trial and i did not found, even person known to me refused to give bike for trial. Because they are scared his trial may be rejected. there some vehicle for trials are kept from the private people but they don't give until officer give them permission. i tried all the way for getting the driving license but in vain. final i have to bow for the bribe.
