Bribe for ID proof not clear

I mentioned my Voter-ID number while booking in Tatkal. After travelling, one of the TTE at the platform of New Delhi railway station had collected about 400/- from me; saying that my ID proof(voter-ID) is not clear (photo in ID is faded) and he even argued with me that it is not my original Voter-ID.
as i was in a hurry and as well as due to some regional language difference i was unable to argue with him and paid the bribe in no way.
