Bribe for knowing the PF transfer status

Person who is responsible for providing the PF transfer status was not ready to tell the details. He was telling he is busy and he asked me to come next week. I need to travel around 42 KM's to reach PF office from my home. So I requested him to let me know on the same day. He was not ready. Most of the time he was on mobile talking to his friends. But he was saying he is busy everytime I requested him. Then I asked him, do I need give something to get the work done today itself, so that I can save my time instead of coming next week for 42 KM's. He quickly provided the status (not even 5 mins) and asked 200 Rs and I gave 150 Rs only. My work was done for 150 Rs :(. It is really sad that we should give money for knowing our transfer status even though it is their duty.
Another sad part is, he does not know Kannada and I was struggling to tell him in Hindi. Why cannot we should have people who knows regional langauge or why cannot they trained to know the regional language?
