Bribe for Learning/Permanant & Internal Driving license in a day

I was scheduled to fly for USA after 2 days and did not carry any valid motor vehicle license. My company official informed me that if I have a valid indian licsense and international permit, they can arrange my driving lessons in USA and give me a separate car during my stay. I went to RTO and approached a mediator and got learning and permanent license along with international permit just within 5 hours. I was surprise to see they actually gave me learning license back dated and for that they intentionally kept some blank space in their register so they can accommodate such late minute cases.
