Bribe for new commercial connection

My father went to get the new commercial connection with all the papers. Just to start the process he had to pay 5000 as bribe. Next day those guys were standing outside our house and were looking for my father who was not at home at that time. My mother asked them their purpose and they said that they wanna ********** my father. They were looking for even more bribe (another 5000+ atleast). They said that previous money was for them but they need to pay money to their higher officials as well. Now if you dont oblige they wont provide you a connection and your money is also gone. I dont understand why should one pay a bribe (heavy bribe) to get a fair electricity connection at home???? And this is not the first case with the electricity board; infact all the dealings with electricity board have started with a big bribe for any issue.
