Bribe for new electricity mter

The old meter got fried by some outage so had to get a new digital meter which are now becoming standard. The government has made procedures so complicated that one feels compelled to pay a bribe because the other option is to run around from office to office for a month before anythin gets done. I had to pay Rs. 2500 to the meter inspection officer for doing the entire work and taking care of the paperwork.
