Bribe for new water connection

Hi I live in North Bangalore in an area called Munnekolala which comes under Marathahalli Post office. Yesterday I had been to BWSSB office in BEML Layout to apply for a new water connection. Even though all my documents where correct I had to pay Rs.1500 for plumbers signature which is needed to get my meter. When asked the BWSSB plumber said the asst engineer should be bribed in order to sign my file and to get the connection order. I was helpless and paid the bribe.
