Bribe paid to arrest the culprit

There was a robbery at one of our warehouse , We registered a FIR , We also got hold of the person who was behind the robbery. But the police inspector asked us for money saying that since the person was working for you for long time, it becomes your responsibility. also he said that he will not take any action againts the person who was involved in the robbery. He threatend my dad that there will be case and we will be harased and also the culprit will be free. So we have to pay the bribe. Is police for our security or they are Gundas from the goverment. Please do something about it. Let me know how can i fight for it.
