Bribe for passport clearance

I went to the Vakola police station for passport clearance along with all my documents. One of the documents listed was A SSC passing certificate for proof of date of birth.
On presenting the documents to the officer, I was told that the SSC certificate was not an acceptable document and the issuing authority would reject the application. I did mention to the person that it was a listed document but he did not agree and refused to process the application. Finally after I paid him Rs. 200 he agreed to process it forward. I had to do this as I was in urgent need of my passport.
As a suggestion, can the issuing authority not keep the verification of documents to themselves and only ask the police to verify the track record and if required the address, as this would not expose people to the mercy of such police personnel. This person was taking bribes from many of the applicants and that too sitting inside the police station.
Though I would like to stay anonymous, I would be happy if the report was shared to all possible agencies and newspapers.
