Bribe at passport office

I went to apply for passport in Jabalpur (Madhya Pradesh) office. At first the officer asked me many documents (some of them were not even mentioned in the form). for e.g. they asked for an electirc bill with my name on it. Now as a college student, it is not possible for me to have electric bill with my name on it.The officer then asked for many more such documents which are not possible for a student to provide. Finally they asked for Rs. 1000 so that they can handle the "complexties of not providing all the docs" .... i hate them ...they are bastards
