Bribe to the police official to get vehicle history check cleared

I had to get my RC book which was lost so that I can move my car from Jamshedpur to Chennai. As a part of the application I had to get the police check of the vehicle for any recent cases on the vehicle. When I went to the police station the police official (this room is immediately next to the inspector's room - on the right and this guy sits near the door on the left of the room and is mostly in mufti) shamelessly asked me 500 Rupees by telling unless I give the document can not be signed even if the vehicle did not have any case registered against it. I was forced to pay the amount after a week when he demaned again.
