Bribe for Police Verification of Passport

Paid 500 bucks for the initial police verification of passport at my residence.
Later another cop went to the verification of passport at my college and he asked me for another 500/-. Both of them said that I have to pay this and the worst thing is it is non-negotiable too. Pretty much these people made it a mandatory thing to pay the bribe. If we don't pay the bribe, the police report will be on hold forever!
