Bribe for quick working

I have applied for a new passport from kandivli east samta nagar police station last to last month.as per regular procedure an officer from kandivli charkope police station came home for the inspection purpose.after completing the inspection he asked for a bribe saying it will make him work fast or passport will never come.
after couple of day for signature and photo submission i went to police station i have to pay bribe again to anothe officer for the same reason.
this should be stopped at all cost.
without paying 100-200 rs bribe an indian cant get any work done?
