Bribe for Registration of Plot

I went with all the documents to registration office, I had every document, I started the processes of registration, Starting with Helpdesk,
1) Helpdesk person calculated the Stamp duty I have to purchase, He asked what is the value, i wanted to register for true value, so I asked him to calculate for the actual value 1900000/- INR , it came to around 1.3 Lakh approximately , I went to post office to purchase stamp paper
2) I came to helpdesk with stappaper and documents helpdesk guy says if you pay 2 % of the total amount your registration i will take care
3) I asked why? it is our service charge? I said go head , we will discuss about your commission later, people who were waiting since long time they kept waiting, but my file moved very quickly, the helpdesk guy litrally he completed my registration work in 15 min, for taking signature we went to room he asked money before final signature of the sub registrar and registrar, I lied I know your earlier sub registrar, (I knew the name through some localate people) sir you know everything , I said I will pay only 1000 , because you saved my time, he did'nt agree I said I will talk to your registrar, no sir he will not discuss all these things there he says,( Registrar - Lady and sub registrar- Male ) ok finally i said i pay 500 to you and 2000 to your sub registrar and 200 to the guy who enter the data(I feel he deserves that job) , the data entry operator he really did it very fast and very efficient, they took photo and scanned everything , they did'nt verify the docs weather they are original or duplicate the registered the plot in my name. and finally the money which i gave to help desk guy to pay to registrar went into a Iron box which is on the registrar and sub registrar, in front of my eyes I saw lot of 500 rs notes in the box,
I asked the help desk fellow , how much you earn per day? 10000
no SW engineer who is working in us also can earn so much with out doing any thing, i mean no investment only earnings without tax,
The entire registration processes is completed in 30 to 45 min, It was unbelievable
I felt one can register complete India in any ones name.. no one asks what are you registring!!! it is possible
How we can control this
I was very deterministic to not to pay any bribe, but no chance , you cant get the work done, I asked other people there who are in the quee for registration, they too had paid bribe, I did'nt find even one person who has not paid,
I felt helpdesk guys are really helpful for the sub registrator and registrar in getting the bribe easily
