Bribe to registration of property during property purchase/sale

I had to pay a bribe of Rs.10000 to register a new flat purchased in my name. THe clerical staff made it clear that unless i pay the bribe, i will have to visit the office 5 times with the seller/builder to get the work done. The officers are not available in the office during office working hours.!!
