Bribe to sale tax surveyor

I am in the process of starting a small social initiative in Jaipur by collaborating with NGO's all over India. For the same we needed Form 47 to transport the goods to jAIPUR.
The entire process requires a sales tax officer conducting a survey in the premise to check if everything is legitimate and then the concerned dept. issues the required documents based on his report.
After filling the required forms , the officer kept asking me personal questions like my husbands salary, our personal assets etc. When he realized that I am not getting the hint he asked to speak to my husband . When I connected them over phone the officer first rebuked my husband for not being at home when he knew he was coming and then blatantly asked him "weren't you informed that you need to do something to get the forms?" Then he spoke to our CA and told him to send somebody with the money to his office the next day if we needed the forms.
Hearing the whole conversation I plainly asked him not to beat the bush and tell the exact amount that i need to pay. I was told that 1500 is the fixed rate for this job . When I questioned him why he told me not to embarrass him and should not pay if I dont feel like it. But his tone conveyed the real meaning and I coughed up 1000/- immediately. The irony of the situation is that he is not embarrassed in asking for bribe rather to have this transaction with a woman. After the whole episode and 1000/- bribe, I am more scared whether my work will be done because I dare to confront him.
