Bribe to get Meter replacement

The water meter at my house was stolen by some miscreants/thief. I had to approach BWSSB arakere for the replacement meter. The game of football started from there:
First I asked by BWSSB-arakere to go to the Hulimavu police station to complaint registered and get endorsement. Later Hulimavu police station asked me to go to mico layout.
After hours of waiting I got the endorsement. Went back to BWSSB-Arakere.
A guy in office asked me to wait for Engineer to come back (god knows where do they go during office hours). After 2 hours, this guys asked me to take signature of the Engineer and submit the form at Kothanur Dinne and pay up the fees.
There is no one who can tell me exact fees to be paid for new meter.
After hours of waiting, when the BWSSB work approached me offering the service of getting the signature and paying the fees for Rs.1000/- birbe. I did not had option to give up waiting and give the money. It took 2 weeks to get the new meter.
Now this person is asking another Rs.600/- to fix the meter.

We people are looted by the corrupt government workers and screwed up system.
Why is BWSSB has complicated the system of getting/replacing the water meters ?
Why should citizens to go to far off places to pay the fees. ?
Why isn't the procedures writen clearly in the BWSSB office or made them online ?
