Bribe for withdrawing my own money

Hi,
My father is a gov. employee and his PF account is with the gov. office.
He wanted to buy a property and for that purpose, he decided to withdraw some amount from his PF account.
We were surprised to know that we have to pay about 2% of the amount we are withdrawing form the account as a bribe to the gov. employee.
Since we were in dire need to buy a house (we did not have any house which we own before that) and this was our dream to buy a dream home, we had no option but to that bribe.
And finally we receive the draft of the required amount.
It is really sad that we have to pay to get our own hard earned money.
I dot know, how much gov. employee have to pay the bribe to the gov. employee to get their pension started or get their PF for their retirement.
